Fitting 3sgte into SW20 NA - Blue Slip issues ?

 Hi All,
 are there any issues getting a blue slip for moving my 3sgte/E154 into a normally aspirated SW ?
 Also will need full respray in Sydney, can anyone recommend a good spray painter ? (good meaning quality at reasonable price)
 I presume spray painters are attached to panel beaters .....may end up getting quotes...

    Also, while I'm at it...I will have a spare 3SGE engine. 
    Are the blocks the same ? Engine mounts ? will it mate to E153 gearbox? A/c, etc?
    Is it just the cylinder head (+manifolds) that are the diff ?
    The reason I ask is because I have been getting a lot(?) of blow-by into my catchcan, so a 2nd crank, rods, pistons, & RINGS, would be useful.
