There are till plenty of loopholes etc, as trav aid by creative photography.
Mandalay, the reason it was so quick at kmart for one is they are still not required to take photo's for their roadworthys, unless this has changed in the last few weeks. The reason for that is that kmart tyre n auto only has one licence for their entire network, not one per store, so they were made allowances to train their roadworthy testers etc.
People freak out about getting roadworthys way way too much. provided you are transferring rego (purchasing a car) and not clearing a defect, often the easiest way to get around it is to go to a well established dealership. Their roadworthy tester is often an older person, who isn't so much of a car nut, and as long as it isn't too low, loud and there aren't leaks, structual damage, you have roadworthy working brakes, windscreen is good etc etc. They often don't know about a lot of rules like only one intake mod, they don't check to see the ecu is standard, they don't see a problem with coilovers as long as they aren't leaking or damaged.
When i worked at a toyota dealership one of our roadworthy testers did a rwc on an old car of mine (stupid low) which he couldn't get on the hoist because it was too low. He jacked up one side, looked underneath, carried out all of his other checks and signed off on it.
In vic, you really shouldn't be paying anything over $150-200 tops for a roadworthy.
