Pumps drawing excess current. I call  the pump is on its Final days.
 
Another possibility since it just started is that everything connected to that fuse somehow drawing too much and the pump just makes it go over.

It can be over 2A from stone cold, but this quickly drops under control from the ECU and heater resistance increasing with temp as it warms up.

He had the car powered up with the normal 15A fuse in place powering everything on the 15A EFI circuit except the pump, exactly as per your suggestion.  However, he went one step further and SEPARATELY powered up the fuel pump to start the car. 

The problem with this diagnosis however is that it still doesn't positively identify which component powered by the 15A EFI circuit is drawing excessive current.

To make a clearer example, if you had two faulty electric motors on a circuit which were both drawing 15A instead of their rated 10A, they would blow the 25A fuse protecting their circuit.  However disconnecting either of them would allow the other to run WITHOUT blowing the standard fuse.  The diagnosis does not positively identify the fault.

Agreed , but it's not a lot of effort to verify for certain before dropping the tank - from all accounts a horrible job.

Ok, i am getting closer, and its not looking good.
Its not the fuel pump, and i will be more thorough from now on.
 
With just ignition turned on, i have excessive current through the efi fuse, but not enough to blow it.
I have the following unplugged now,
- COR
- Oxygen Sensor
- Fuel pump and sender
- Purge valve
- Fuel pump relay
- Idle valve
- Throttle Position sensor
With the meter reading across efi fuse connector, i am still getting a large current.
 
I do not have a vsv turbo valve installed (gen3 swap), and i cannot find any loose connector for it either.
Whereabouts should the vsv wiring be located on the harness?
The only thing i can unplug next is the ecu...
 
Edit: I unplugged the ecu, with everything else unplugged as above, and im not getting the high current.
When i reconnect the 22pin ecu connector and test, the high current is back.
I had a look at the ecu it looks fine, I can't see any obvious damage, or blown capacitors.
Its looking like time to get an auto electrician.

There was a green/yellow wire with silver dot, connected to ECU +B1, it did not have a 12 voltage when checking the wiring harness voltages, while unplugged.
The only thing i can find with that colour code on various country models is ABS wire.
I dont have ABS from factory, but the 3sgte harness i guess would.
With all ecu connectors plugged back but with the suspect wire removed, and ignition on, i no longer have the excessive current drain at efi fuse connector.
A bit confused on what this wire was doing there, been like that before my ownership.
Taking a break, need to do some more checking before i reconnect everything else back up.

Ok, its fixed.
Thanks for all the help, seriously a big thanks!
In the process, i have removed a dodgy install of a bluetooth hansdfree kit.
And also found a gtech pro meter behind the dash, also removed.
 
One task left is to find the other end of that wire, which i think might be
connector IE3 behind the kick panel? Leave it to the weekend.
