You will definitely need cams as the stock ones will hold you back. I've used hks 264s for a 3S build that put down 320KW at the wheels. I know another 320+KW build that uses hks 272s.

What direction is the air flowing through that intercooler? Sounds like you are pulling it from underneath? Where does it exit the boot compartment?

I think with degreed cams, E85 and higher boost (higher than what 98 will handle) you should be around 360-400KW.

I achieved 320KW with a Gt35r at 20-21 psi on 98 fuel with 264 cams.

Yes in a discussion with my tuner he said the current setup I have is good for close to 400wkw with the right cams and injectors, other than that everything is ready to rock and roll,

The air comes through the boot floor through a scoop under the car I fabricated, (the two fans are pulling air also) and all the air escapes directly behind the intercooler through my reverse lights which are now a black mesh. I am thinking about making a clear box on the top of the cooler to guide the air coming in directly out the back but the IAT’s are consistently under 30 degrees C so I might leave it alone
