Understanding Aftermarket Seat Engineering

Hey all,
I am planning to put some seats from a locally delivered Evo 6-7 and I want to make sure everything is done legally.

The car has a drivers side and passenger side air bag but no airbags in the seats themselves, the last few engineers i've spoken to that was vass certified seemed skeptical about approving them.
 
The rails themselves to suit the evo 6 recaro seats are from japan and i've been told that as long as the seat rails meet Japanese design rules then they may be good enough for ADR. Only issue is that they state in the 
 
I am worried also that when removing the passenger seat that I will be loosing the signal to ecu to mention if someone is sitting in the passenger seat. I thought this would trigger from the detector that tells if someone is sitting in the seat. I would hate in an accident if that person didn't have an airbag go off for them.
 
Was wondering if anyone has had much experience, especially with a gen 3 mr2 or similar with airbags
