Car doesn't release throttle immediately on pedal release (video included)

Hey all, spent a long time googling but hadn't any luck. Probably because I'm struggling to word the issue.
I've got a JDM model aw11 with the 4agze and the darn thing doesn't begin dropping back to idle right away when I lift off on the accelerator.
There is about a delay of 1 second or more, it's enough to totally throw off shifting smoothly regardless. I've had it suggested it may be some valve in the manifold but I don't really know where to start.
What I have done:
Physically inspect the throttle cable to make sure it is releasing (it is)
Adjusted the TPS
Yelled at it

Additional notes:
For maybe the first 30-40 odd seconds after I start it, the revs drop normally. I have a lightened flywheel as well. I have the service manual as well in case something can be referenced in it. I'm on the train home now so I'll grab a video when I get back in it.

I hate my second post to be asking for help but I'm totally stumped!

    Here's the video of the slow return when it finishes uploading. I am just blipping the throttle briefly, it holds at the max revs when I depressed the accelerator

    Try this.  While the engine is idling (lowest RPM) disconnect the IAC (Idle Air Control) motor, then do the same thing with the throttle as you did in the movie.  If it solves your issue you will then know the ECU's control of the IAC is responsible.

    If that is the issue where do I go from there? Replace the IAC?
    *edit* never mind google told me where to go from there :) (cleaning it out etc)

    Okay I feel like a twit, I can't find the thing.
     
    I can find the ISC easily enough and disconnecting it doesn't change anything but the IAC location eludes me :(

    Haha yeah I had a look there, certainly sounds like that guys issue, I can't find the IAC though

    It should be attached to the underside of the throttle body. Will have a decent size vacuum hose and two coolant hoses coming off it.

    Ah okay, I've packed up the car for the night so I'll have another look tomorrow :)
     
    So disconnect the vacuum hose then?
