hard to see from the pic.
It is obviously already plumbed back to the intake but does it have an exposed hole facing the inlet manifold?
If it does is the hole threaded? Maybe you could plug it somehow?
 
Or the other idea is to remove it completely for engineering. Plug both the IC pipe and the intake where it plumbs back to.

That should be the case. It most likely should have a trumpet looking bit screwed into it which is missing.
Some of the dual port bovs come with a threaded cap you can screw in.
What brand is it? Looks like it might be an old turbosmart one of something?
 
The pic below of recent Turbosmart model shows the trumpet for partial atmo venting and plumb back or you fit the plug and have it 100% plumb back.
