How difficult is it to get a title for motorcycle w/o one?

hey so I'm looking at getting a 1988 yamaha fzr250 project bike. They where only sold in Japan but grey imported into Australia. The guy selling it doesn't have the title because it wasn't originally sold here. I've been told by my mechanic for cars atleast it's not difficult to get a title for a "cheap" car if it's a relatively expensive car then it can be difficult but If it's cheap they don't care too much about handing out titles. (not sure how true this is) the bike is only 200.00 too so I just wanted to check if anyone here has any experience with this and if it's worth getting it.

I understand the first step is to just run the vin number to check and make sure it hasn't been stolen. But wats the next step?

Also when I checked it out the other day, on a plaque on the bike it said something about being a "spare bike" or "spare parts bike"
