HELP! OEM front bunper install

Hi guys am in the process of installing the oem front bumper on my sdub. Theres a hardline on the ds front that is stopping the bottom of the bumper from going anyfurther in. Am i meant to cut a part out of the bumper to suite. It doesnt seem like its meant to go under or over
Does someone have thoughts or close photos of theres would help?

It's hard to tell viewing the pics on my phone, but it looks like someone has put an aftermarket ac condensing on it, which has resulted in the pipes being modified from standard. My 97 Bathurst doesn't have the pipe protruding that far forward I think. The pipe sits behind the bumper just above the lower edge where the lip mounts to.

Is that front cooler a W2A intercooler perhaps? If so, they've bent the hard line around it maybe?
