Rebuilding the SW20 Power Steering rack.

Hi,  I read different thoughts on this. a) it requires special tools, so leave it to the experts b) people have described replacing some white bushing, which seems to be a common failure point, without mentioning the need for special service tools.
So I'm asking here if anyone has done it, with common workshop tools ?
Ben's Steering shop quoted $400 to rebuild mine. I saw  that buying a new rack is over $1200.....
My problem is that (only) sometimes after turning the wheel and straightening up, the car still wants to pull that way.
I can theorise whether it is a bent or failed component, perhaps the control valve is sticking so I will flush ang gunk out the system first, but I'm thinking it may be quickest just to pull it apart and look.
 thanks for any experience available...

There is a rebuild kit available, so I'm thinking I'll give it a crack, when I have time.
