So it seems like the REPV part of the vin relates to a vin that is issued by VicRoads for a reshelled or rebuild car, so it might possibly be legal but usually unregisterable in NSW

I admire your wishful thinking! - but I have to say I have never seen a VIN where a letter has been scratched out like that.
 
The best way to ID this car is from the Toyota stamped VIN, until you get someone who can say yes or no to this ID you are spitting into the wind. 

 
 
also this being a jdm mr2 it shouldn't have a Toyota stamped vin, just a chassis no., so when it is imported it is supplied with a australian low volume vin (1st &3rd digits of 6&9 are used for low volume import and manufacture cars in Australia, and the second digit is a manufacturer code, in this case T=Toyota)
 
so to surmise, this vin is the correct one for the car, and I have spoken to the people who can say yes or no, and they say yes to it and the blue slip people say that there is nothing that can't be sorted in the case of a missing compliance plate, so long as you have a correct vin (which i have now found) and proof of previous registration (also have), whereas they say that a car with an incorrect compliance plate is as good as an unsolvable problem... simple




 
Don't get me wrong, I do hope this works out ok for you - but the odds are against you. When I say VIN, I mean Vehicle Identification Number, and it should have one of those from Toyota. A number, in the body/chassis, put there by some robot in the Toyota factory in Japan. 
 
I won't keep banging on about it, but my advice is to get the car to a blue slip (or whatever they are called now) place or get the blue slip dude to look at your car. Quoting numbers over the phone will get you so far - you need that car to 'be as one' with the VIN and paperwork and then some number plates and have it done properly. You don't want to throw good money after bad on this. I will not say anymore about this car.

Tom is right,

6T9REPV refers to a written off car that has been repaired an re registered. It doesnt have to be an import to have this vin, locally built cars get it if they were written off and rebuilt and re registered.

The issue would be if it IS an import vehicle, and is unregistered, unless you have different rules, in vic you would be required to recompliance the vehicle at your own cost. Locally built cars it will just get picked on severely. I also dont know too many places that will sign off a car with 2 different sets of tags on it.

Id be wanting the car to be immaculate to go through any pain and financial burden to even give it a second look.

so... turns out you were all right (still would have preferred a more positive attitude)...
 
a while back I went and spoke to the blue slip people and had a proper conversation... the result of which was that I either need to find who originally complied it or get it complied again from scratch... which i didn't really want to do...
 
so I wrote to vehicle imports in the dept. of transport, hoping to be able to find some info on who originally complied it... and after much waiting I got a letter that is equivalent to the original import approval... 
 

 
so... as it turns out it was imported for racing and either the rules are different in SA/VIC, or it should have never been registered at all...
 
which leaves the one logical option left.... sell it off and get another one!
 
the plan is that I will be looking at offers for sale complete (as a hard-top race-only car) for the next few days, after which I will start parting it out... so PM me immediately if you are interested in it complete and from Monday onward if you want some parts (not everything will be for sale as im interested in saving some bits for the next one, eg. the P/S system)
 
looking forward to starting over in an aus delivered t-top (with any luck a widebody one)
