Compressor surge or other prob?

Hi folks, looking for some help on diagnosing a problem. I'm having a problem which appears to be compressor surge, but GCG seem to think that the compressor wheel is suited to the engine, so we're at a bit of a dead end. You can see an example here (apologies for the dodgy video).

Problem occurs under load, eg highway downshift to 4th, or acceleration out of corners at the track. Not generally an issue at higher revs eg 2nd gear corners and acceleration down a straight.
Engine is recently rebuild gen2, standalone ems em70 also controlling boost, hi-flowed ct26 turbo (clipped turbine wheel, larger than stock but not massive compressor wheel), W2A intercooler, 3" down pipe, HKS BOV. Never used to happen pre rebuild (side mount, gizmo EBC on stock ECU)

GCG did also say the actuator has a leak but didn't think that was the cause??

Any thoughts? If it wasn't compressor surge, what else could it be?

    That certainly does look like it is surging to me. 
     
    Was it doing this on the dyno?

    An instance or two, but not repetitively. Tuned on a very cold day so he thought it might not be an issue in the real world, if the temp makes any difference. I would have thought colder air would flow into the engine better?

    The air is more dense so may not have been as close to the surge line yes. Ultimately it is a issue you need to sort out asap.

    His theory sounded the other way- might not do it when warmer. Any alternate theories Trav? Are there actuator probs that could cause a flapping of the wastegate?

    Could be, but the noise and how rapid the needle is moving to me points more to surge. 
     
    Do you have adjustable cam gears? You may be able to tune the surge out slightly by adjusting the cams.

    Have you checked all the hoses? Not just the hoses from turbo through to the throttle body but also the rocker cover breather hose for example. What about the bov and boost controller, have you checked they are functioning correctly?
