HID trouble!

So put my phillips 6000k hid on my sw20 and all was good until one of the bulbs stayed on constantly even after turning off the lights. only by disconnecting the power did the light stop. we swapped bulbs over, tried different headlamp connectors but nothing seems to stop it. Now as soon as the power is connected the bulb turns on.
 
Any ideas or suggestions?

    Lol timing i just installed a HID kit in my gfs Celica just this arvo.

    Only thing i can think of is a faulty ballast.

    yeah we thought that but we plugged the power into the other ballast and it turned that one on. so it has a constant supply of power to one of the ballasts if plugged in either side. Therefore thinking control box?
