Tachometer not working properly

Having an issue with my tachometer. It's sitting below 100 rpm and only moving to 100rpm no higher. What could my issue be. The car is idling fine
It's a 1990 na sw20

    Capacitors behind the tacho are just on their way out. I salvaged a tacho from another cluster that i got for cheap or you can just go out and buy the capacitors and solder them in.

    If the tacho moves but not in the correct range, then yes it will be the capacitors. I changed the capacitors on mine to fix the same problem.
