Sleepy eye conversion problem

Followed instructions on UK website to sleepy eye my sw20 but just can't get it to work. I think the trouble might be the switch I'm using. It says use an on/off/flash switch so I have tried an on/off/on switch and tried flicking it back to off to set the light height but I can't get anything to happen....at all! I have the right circuit cause when I remove the fuse and turn the lights on they come on but don't come up.
What am I doing wrong? The UK instructions say to use an on/off/flash switch, all I can find is on/off/on toggle switch, is there such a thing? Any ideas?

All sorted, just ran with on/off switch, I have to switch it "off" when it's in the right position, not perfect control but objective achieved.
