Boost creep....need to solve my problem....port out wastegate or go an external actuator?

Just picked up a 85 mr2 wanting to get a bit more power out of it. It's a na and I have already got the exhaust done people are recommending a chip? Can you chip the standard ecu? Amy help would be great thanks..
