Cold Starts (Gen 2 3SGTE)

My 92 GT is very hesitant to start when cold (usually it takes two attempts after starting then cutting out after 1-2 sec).Had to leave car for 3 days, did the usual cut out after 1-2 sec, now refuses to start. Power Window Fuse

My power windows stopped working . I'm hoping it's just a fuse, but can't find where the fuse is located. The book says something about "the drivers kick". I had a quick look this morning where I thought that would be but couldn't see it. Where exactly should I be looking?..

Stand alone recommendations?
