Hi guys, long time lurker and hate to resurrect an old post. I recently got to the bottom of this issue on my 93 NA. Turns out the soldering at the back of the speedo cluster was at fault. I resoldered everything in site and it came good.

Was a last ditch attempt in frustration after changing capacitors and still having the needle fluctuate like mad.

Works perfect now. Looked at each connection with a magnifying glass and found nothing. So a hairline crack may have been the culprit.
