A/C pressure switch in the frunk near the fire wall (l/h side) will cause the fans to run all the time, if it's disconnected or faulty.
I had this problem after removing all my a/c stuff. I had to bridge the connector that plugged into the a/c pressure switch to fix it.

Yep have bridged out all sensors already as whoever did the timing belt previously had taken out the ac compressor but fans were still running

Terminal 10 on the ac amplifier having 12v instead of an earth is about the only thing I can see an issue with

if it helps anyone else,i just added the system outline to my last post.
 
just to confirm with the OP the year of the car and also;
 
-you have run a wire from one side to the other on the h/p switch Plug(like cruiser said,and in the link you posted) and still nothing/wont turn off?
 
-you have no A/C compressor fitted/gassed
 
-have you checked the A/C amp?-pull it out of the little black box and see if its melted on the circuit board anywhere
 
-all relays are working correctly

i have the same situation with the fans always on, have checked evrything else except a/c pressure switch and a/c amplifier. can sumone please post a photo of the location of pressure switch and amplifier? cheers

A/C amp is behind the glovebox,mounted to the evap unit.
note the 93 model amps are different to 90/91 model,and ive read that toyota made a mistake when printing the 93 bgb for the A/C amp,they just copied the 91 bgb and didnt change the wire allocations for the changes made (for 93)
 
 pressure switch is on the rhs of the front trunk,(black one with two wire plug coming off it)
