MWR kits are of a very high quality, however the cost of importing them is silly high (the duty and taxes on the purchases as they hit this side of the world are crazy).
 
Turbokits.com make a more 'budget-friendly' kit at around US$3k, but you'd have to ask them really nicely to split the packages up for you ;)
 
End of it all, your best bet is to do what we are - get a basic 'log style' manifold either made or purchased (from Turbokits.com) and source a suitable turbocharger locally.  The piping, electronics etc. are dead easy to arrange here and will cost far less than importing pre-made ones.  
 
Requirement for a bypass valve will likely be dictated by several factors, such as expected boost pressure, anti-surge allowance on turbochargers, emissions/state requirements, etc. (I know in SA, you can't vent one to the atmosphere because the greenies will cry)
