You know whats funny?

I just happen to have a spare 89661-17380 ECU sitting here.

Any chance off borrowing it to check if I'm right?

I'm a happy man tonight found the problem it the ECU, its was obvious when I open up the ECU.
Check this out

So ECU do break down. Found two like this one on the main board and one on the top.

Just so you guys know late gen 2 top ECU board is smaller than the earlier ones.

May be able to fix this for couple of dollars.

Apologies for the late reply. That capacitor is not original. Someone has already changed it and it looks like it is in good condition. Electrolytic capacitors are obviously dead when the top is bulging.
The exact capacitance often doesn't matter all that much, as these types of capacitors are generally used to smooth electrical noise and pulses. Go for the same or slightly higher capacitance and you will be fine. A same or higher voltage is mandatory. ECUs have high quality and high temperature rated capacitors that you won't be able to get at Jaycar etc. They will still work though won't last as long as the higher temperature rated capacitors.
See - I do remember some of my electronics engineering days! :-)

Are you getting spark when it stops running? I didn't see you mention this. You have concentrated on fuel, though you may find that there is no spark after those initial kicks.
My money would be on the injectors not firing though.
For problems like this, it is best to firstly hot wire the ECU - run a new ground wire and connect it directly to the battery. You'd be surprised how many electrical issues are caused by bad earths and voltage drops.

I found a replacement ECU for $150.00. Happy car runs fine now. the links can wait for a while. The moral of this story is that ECUs, do breakdown.
