Could it be that the pcv is causing the whole problem? But with the amount of oil below the turbo you would think that it must be leaking the exhaust side.

If it were leaking on the hot side then you will see a lot of oil around the dump pipe gasket,
 
An easy test for the PCV is to vent the pcv / rocker cover line to the atmosphere instead of back into the intake, if there is not a lot of pressure coming out of the PCV then chances are it is blocked as the 3S has a fair amount of blow by, you should be able to feel a fair amount of pressure coming out of the rocker cover breather.
 
I personally don't think it would be the PCV, if it was blocked the engine would smoke more on higher revs from the increased pressure.

Maybe try removing the oxygen sensor and shine a light in the hole to look for burnt oil. When my turbo died it was all white inside the downpipe and back of the turbo.

Had a better look, the leak is definitely on the dump pipe side. Looks like its time to rebuild it.. Is there any thread that goes thru how to do it or anything or has anyone got any tips? Or is it self explainitory once the turbo is off? This is my first turbo car haha.

Also took the hose off and the pressure wasn't that high, about as much pressure as you blow out of you mouth.

i've had this problem on lots of 3SGTE's and its almost always the turbo seal.
it is a tiny piston ring and they often get gummed up with carbon. in about 50% of cases these days, the housing where it runs is worn out and has to be bored out and an oversized ring fitted. any competent turbo shop will do this, or we have reco ones on the shelf.

What's a rough pricing for that to get done? Going to get a price tomorrow hopefully, just want to know if they are ripping me off as I have no idea.

Or would I be better off getting a second hand CT20 over rebuilding my CT26 with T04E wheel?

a rebuild/hiflow/new wheel will most likely cost you more than a second hand 'CT20b', not to mention laggier.

How much play is in the turbo? if its very minimal I might be able to help you with a cheap rebuild,
 
Also if you wanting to upgrade I will be selling my high flowed ct26 in a few weeks.
