So I guess what I'm saying is that it might get through. If the inspector just records the VIN/Engine numbers, does the basic safety check and then moves off into the office to cross check those numbers I think it'll be fine.
 
But if they stop and think.... "hey this motor isn't meant to be in here". Then it's off to get your own local engineering certs.

Yes but as part of a swap being engineered, doesn't the new engine number get recorded on whatever the database is that Regency uses to confirm the vehicle ID?

It should do. Just heard too many horror stories about an "ID check" then putting it on a hoist...you know the rest.
