Ignoring the tuning issues that may or may not be there, with his questions about wastgate, i get the impression his gate is either too small, or not merged enough to control boost at the pressure he is running. No ecu safeguard in the world can prevent that. At the track, as temps get higher and higher, it will creep higher and higher until a safeguard cuts the motor.
The only way the tune could be 'dialled back' would be to reduce the rev limit, but it would only prolong the time until it cutted.
He needs to sort the gate issue first. Then he can hold steady boost. From there, fuel pressure needs to be increased, or larger injectors installed to leave a duty cycle margin in the injectors to allow for fuel compensations and trims to actually function correctly.
At the end of the day, you cannot tune out a mechanical issue, you can only mask it, or restrict the setup to minimise its occurance.
